The larger end of Underbust and Waist are the measurements when the back shirring is stretched(The smaller end are laid flat measurements of the JSK without stretching the shirring). However, it's not recommended to stretch the back shirring or do not stretch more than about 3cm in case of tight fitting(For your reference only).
