The smaller end of Bust and Waist are the measurement when the lacing up is tightened to the smallest. Depending on how much opening on the front you'd like the corset to be, you can choose the size accordingly(thou it's not recommended to choose the size based on the larger end when the lacing up is loosen up too much).
