The OP is shirred on the back and the Bust/Waist of the JSK can stretch about 5-8cm larger than the listed Bust and Waist measurements. However, it's not recommended to stretch the back shirring or stretch no more than 2-3cm in case of tight fitting(For your reference only).
The listed Bust and Waist measurements are of the JSK without stretching the back shirring.
Shoulders can fit a much larger(can fit shoulders 4-5cm larger than listed) shoulders measurement as it's puffy sleeves.
