The larger end of Bust and Waist are the measurements when the back shirring is stretched(The smaller end are laid flat measurements of OP without stretching the back shirring). It's not recommended to stretch the back shirring too much in case of tight fitting(For your reference only). If your Bust is near the larger end of the listed Bust measurement, it's recommended to order the next size available in case of tight fitting(For your reference only).
The OP is high waisted, please refer to the Torso length in the measurement chart.
