It's recommended to have 4cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be 4cm smaller than the listed Bust and Waist measurements.

The larger end of Bust and Waist are the measurement when the back shirring is fully stretched(The smaller end are laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring too much in case of tight fitting/not fitting(For your reference only).
There are buttons on the shoulder straps that you can use to adjust the length for about 3cm.
