It is recommended to have min.4cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be min.4cm smaller than the listed Bust and Waist measurements.

The larger end of Waist is the max when the waist shirring is stretched(The smaller end are laid flat measurements of the Skirt without stretching the waist shirring). It's not recommended to stretch the waist shirring too much in case of tight fitting/not fitting(For your reference only).
