The larger end of Waist is the max when the back shirring is stretched(The smaller end are laid flat measurements of the Skirt without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting/not fitting(For your reference only).

It is recommended to have min.5cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be min.5cm smaller than the listed Bust measurement.
