It is recommended to have min.5cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust be min.5cm smaller than the listed Bust and Waist measurements.

The larger end of Bust and Waist are the measurements when the back shirring is fully stretched(The smaller end are laid flat measurements of the JSK without stretching the shirring). However, it's not recommended to stretch the back shirring  or do not stretch much in case of tight fitting(For your reference only).
