The larger end of Bust(Adjustable Range) and Waist(Adjustable Range) are the measurements when the lacing up on the back is completely relaxed. The smaller end are the measurements when the lacing up are tightened to the smallest.
The adjustable range of Bust/Waist is pretty big. It is recommended that your Bust/Waist be min.4cm smaller than the larger end of the listed Bust/Waist measurements(For your reference only). The lacing up is the same type of lacing up that's used on bridal gowns.
