It is recommended to have min.4cm room for the Bust and High Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and High Waist be min.4cm smaller than the listed Bust and (High)Waist measurements. When your bust is over 100cm, it's recommended to have min.6cm room for the Bust and High Waist to be comfy(And it's likely that the waist will sit higher than regular sizes).
This OP is high waisted. The Torso of size S is about 33cm long for your reference.
