The OP is shirred on the back. The Bust and Waist can stretch larger than the listed Bust and Waist measurements. However, it's not recommended to stretch the back shirring or do not stretch more than 3cm in case of tight fitting(For your reference only). Bust is the main concern when choosing the size(Waist will not be an issue if your Waist is a few centimeters larger).
The listed Bust and Waist measurements are laid flat measurements of the OP itself without stretching the back shirring.
