The larger end of Waist is the measurement when the back shirring is stretched(The smaller end is the laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the waist shirring or do not stretch more than 2cm in case of tight fitting/not fitting.
The Bust is not shirred at the back.
