The waist of the skirt is shirred on the back and the back shirring can stretch about 5-8cm larger(The listed waist measurements are the laid flat measurements without stretching the back shirring). However, it's not recommended to stretch the back shirring or stretch no more than 2cm in case of tight fitting(For your reference only).
