The larger end of the listed Bust and Waist measurements are the measurements when the back shirring is fully stretched(The smaller end are laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).
