The larger end of Bust and Waist are the max when the back shirring is fully stretched(The smaller end are laid flat measurements of the OP without stretching the back shirring). It's not recommended to stretch the back shirring or do not stretch more than 3-4cm in case of tight fitting(For your reference only).
