The larger end of Bust and Waist are the measurements when the back shirring is stretched(The smaller end are laid flat measurement of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting/not fitting(For your reference only).

It's recommended to have min.4cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be min.4cm smaller than the listed Bust measurement.
