The Waist(Skirt) is stretchy. The larger end of Waist(Skirt) is the measurement when the back shirring is stretched. The smaller end is laid flat measurement of the Skirt without stretching the back shirring. It's not recommended to stretch the back shirring much in case of tight fitting(For your reference only).
For the Top, it's recommended that your Bust be min.5cm smaller than the listed Bust(Top) measurement(For your reference only).
