The JSK is shirred on the back and is designed to be loose fitting. The listed Bust and Waist measurements are laid flat measurements of the JSK without stretching the back shirring. However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).

The blouse is designed to be loose fitting. It's recommended to have min.8cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be min.8cm smaller than the listed Bust measurement.
The shoulders can fit about 4cm wider than the listed Shoulders measurement.
